Updated lockdown and face covering regulations in England

The lockdown regulations for England have been amended as part of the first steps towards unlocking, allowing, in particular, for meeting up with someone for recreation (as opposed to for exercise).  In less libertarian vein, they have also introduced the new requirement for completing travel declaration forms featuring (I think) the first appearance of the concept of mental capacity.  I have updated my summary of the regulations accordingly.

The face covering regulations have also been updated to cater for the May elections; updated summary here.
