Alex RKA government memorandum dated 4 July for the JCHR has just been published on issues in relation to the Mental Capacity (Amendment) Bill arising under (a) the European Convention on Human Rights and (b) human rights contained in other international obligations of the United Kingdom, most importantly the UN CRPD. It predates the report published by the JCHR on Friday raising specific issues that the Committee consider arise from the Bill as it currently stands.
